Specifications are not intended to reflect all duties performed within the job.Description:Under general direction of the Compliance Manager, the Health & Safety (H&S) Officer is responsible for the planning, direction, management, implementation and oversight of the Agency’s overall safety plans, programs and practices as it relates to the Agency’s operations and related public/personnel safety. He/she will be also be responsible for all H&S compliance, certification and training activities for Agency personnel and contractors, as needed. This is accomplished by evaluating the effectiveness of safety programs to ensure they are relevant to the operations of the Agency, overall. The H&S Compliance Specialist will be responsible for monitoring compliance with H&S policies, proactively addressing concerns; establishing goals and performance objectives for training and certification programs, including establishing benchmarks, implementing modifications and improvements, ensuring compliance with all federal, state, local requirements, allocating available resources, establishing customized policies and procedures within Agency guidelines; directing actions of staff members and developing staff.  This position will oversee the installation, maintenance and modification of systems to ensure internal controls to track all compliance and training components including all internal/external reporting requirements. DISTINGUISHING CHARACTERISTICS:The H&S Officer works independently with a matrixed reporting structure lead by the Compliance Manager. Work is performed with a broad framework of general policy, and requires collaboration, creativity, resourcefulness, and autonomy to accomplish goals and objectives. All work is expected to be carried out in an ethical, organized, accurate, secure, timely and confidential manner. The H&S Officer will take a leadership role in the development and implementation of utility H&S compliance programs that meet and exceed all applicable federal, state and regional requirements and Occupational Health and Safety Administration (OSHA) programs, including applicable CARB/EPA standards and requirements.EXAMPLES OF ESSENTIAL DUTIES:The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Researches, develops, evaluates, implements and enforces safety policies and procedures in compliance with all applicable federal, state, and local rules and regulations proactively, prior to effective due dates.Prepares and oversees the preparation of all policies, procedures, and forms related to H&S for Agency employees.Develops, coordinates, documents and conducts employee training on a wide range of safety, security, and emergency response issues, including finding applicable training materials prepared by others or preparing and presenting Agency-specific presentations.Coordinates Third party expert trainers when necessary or requested.Prepares, coordinates and implements emergency preparation and response plans.Monitors H&S legislative and regulatory changes proactively; evaluates implications for Agency policies, programs, operations and recommends changes to ensure compliance; stays abreast of upcoming industry practices and trends.Conducts special and periodic inspections of Agency facilities, structures, and operations to identify safety and environmental hazards; prepares and follows up on inspection reports of hazards and required abatements.Uses a well thought out, root cause analysis methodology, to conduct accident investigations.Provides statements of investigative findings to federal, state, and local legal authorities in support of any fatality, injury/accidents of employees, non-employees and company properties involving all equipment.Implements programs, training and equipment changes needed to correct identified causes of accidents, responds to the scene of vehicular accidents, and prepares required reports on employee accidents.Coordinates with HR for routine confidential employee health screening and evaluation of employees who are ill or injured at the workplace.Maintains necessary documentation, records, and permits and keeps management in the loop for status of all work related tasks.Assists in the administration of the Agency’s workers compensation, liability, and property insurance programs; coordinates inspections and tours for the insurer; implements or tracks implementation by others of recommendations from the insurer; and coordinates the processing of certain claims.Receives and responds to employees’ inquiries regarding workplace safety.Purchases, distributes, and maintains inventory control on Agency’s safety equipment.Selects, maintains, provides and documents required training on all Personal Protective Equipment in use by Agency employees.Responsible for the Hazardous Communication program including Safety Data Sheets and Proposition 65 Notification program.Responsible for personal safety and the safety of coworkers by recognizing hazards and potentially hazardous situations, and having an awareness of safe practices on the job site; Promotes and participates in effective tail boards, internal audits and Job-Hazard Analysis (JHA) for all Agency work.Provides safety and communication support to contractors and partners, as needed.Responsible for the day-to-day oversight and implementation of Agency’s safety policies and practices in all departments.Maintains competent person status for self or a mutually agreed delegate in order to comply with all hydroelectric utility H&S equipment inspection and servicing requirements; maintains records of all mandated actions available for inspection.Proactively identifies, investigates and documents reports of safety defects and hazards to recommend solutions for corrective actions.Ensures compliance with energy isolation, high voltage electrical and arc flash regulations.Schedules and acts as chair of Agency Safety Committee meetings with meeting documentation and follow up, to maintain continuity.Implements and manages H&S systems safety change control.Ensures maintenance of public safety signage program.Supports Finance by providing timely budget allocation/justification forms and Scopes of Work.Possesses sound judgment and integrity, and must be a team player whose positive approach motivates employees to maintain an atmosphere of safety throughout the Agency.Prepares, reads, interprets and effectively utilizes management reports.Maintains electronic records of objective evidence of correspondence and compliance on central share file.Builds and maintains positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.Regular attendance and adherence to prescribed work schedule to conduct job responsibilities.Performs related duties as assigned.KNOWLEDGE OF:Strong leadership skills and methodologies.Analyzing problems, identifying alternative solutions, recommending ideas in support of departmental goals.Interpreting and applying federal, state, local and Agency policies, laws and regulations.Regulations, principles, policies, practices and methods for developing and administering a comprehensive risk management program including emergency preparedness, safety, hazardous materials, health, safety, and claims.Utility operations and activities.Applicable regulatory requirements.  SKILLED IN:Strong administrative skills.Strong leadership skills in a highly regulated setting.Strong computer skills (word processing, spreadsheet, presentation, database software).Working independently  as  a  member  of  a  highly  collaborative  team  and exercising sound judgment in a variety of situations.Tactfully and professionally providing guidance on job related matters.Attention to detail.Taking initiative and being dependable.Working in a constant state of alertness with good situational awareness and in a safe manner.Leading, training, evaluating, and motivating in a labor union environment.Ensuring compliance with policies, rules and regulations.Interpreting and applying oral and written instructions in a consistent manner.  ABILITY TO:Interpret regulations and implement programs and procedures necessary to ensure Agency compliance.Adapt communication style to suit different audiences.Facilitate group discussions.Write clear, accurate, and organized plans and procedures.Develop policies, programs and lesson plans based upon regulatory requirements and the specific needs of various departments and divisions at the Agency.Plan, schedule, organize, and prioritize work to ensure that critical functions are completed on time and within budget.Work off-hour shifts, weekends and holidays, when needed, to help support the Agency’s 24/7 operation.Perform the physical requirements of the job.  Physical demands and WORKING ENVIRONMENT: The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Experience: Must have 5+ years increasingly responsible experience in an industrial safety environment, or related field, including at least two years in a leadership role. License or Certificate: Must possess and maintain a valid California driver’s license. Certification by the Department of Labor, as a certified instructor on OSHA standards for construction and general industries is desirable. Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), Occupational Health and Safety Technologist (OHST), Certified Emergency Manager (CEM), and Certified Hazardous Materials Manager (CHMM) designations are desirable. Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials and waste operations and incidents are desirable.SPECIAL REQUIREMENTS: This position is subject to call out and must reside close enough to travel to Colgate Powerhouse within one hour.POST OFFER/PRE-EMPLOYMENT PHYSICAL: Employment is subject to passing a physical examination, including a drug test, and a pre-employment background check.
